About
Our City, Our Plan was developed to ensure consistency between the General Plan and Zoning Code Updates. Key tasks include:
Developing New Zoning Standards for Mixed-Use Land Use Designation
- Amending multifamily residential zoning to increase density and height limit
- Re-zoning certain properties to new Mixed-Use Zone
Additionally, this initiative includes updates regarding state mandates and general code clean-up.
Latest Updates: Zone Change 24-03 (ZC-24-03)
On December 4, 2024 the City Council will consider ZC-24-03. The proposed Ordinance will make the Zoning Map consistent with the General Plan land use designation as established in Figure LU-3, Land Use Policy Map in compliance with State law (Government Code § 65860). ZC-24-03 will impact specific properties across the City, where their land use designation does not match with their corresponding zoning districts. The affected land use designations and zoning districts are listed in the table below:

Prior Updates
On August 21, 2024, the City Council approved modifications to the Zoning Code in the Monterey Park Municipal Code. These efforts are being made to help align the City’s Zoning Code and the regulations within to the City’s General Plan and state housing law. Changes to the Zoning Code relate to:
- Aligning residential density consistent with the General Plan;
- Modifying parking requirements related to multi-family housing developments;
- Modifying emergency shelters regulations consistent with state law; and
- Modifying supportive housing regulations consistent with state law.
On July 23, 2024, the Planning Commission recommended approval of the modifications referenced above. City Council is the final decision making body related to the proposed changes. The City Council is scheduled for August 21, 2024.
