Monterey Park Police Department Pet Portal

The Animal Services Bureau of the Monterey Park Police Department has introduced an online tool that allows the public to view impounded pets directly through the city's website. This system features an interactive map that highlights the general area of where each pet was found and notes whether the animal has been recovered or reunited with its owner. The user-friendly interface is designed for quick access and Monterey Park residents now have a powerful new resource to help bring lost pets home.

Residents can access real-time updates and photos of pets that have been found and impounded. Each animal is photographed upon intake, with images displayed on the site for 30 days to help owners identify their pets. Status updates are posted by staff to reflect when a pet is returned to its owner, fostered, or moved to a shelter.

Coyote Activity Map

The Animal Services Bureau monitors coyote activity to better understand local population levels and identify areas where coyotes may be frequently seen. This information helps increase community awareness—especially for pet owners and residents who may be concerned about interactions with this Indigenous native species. We now record coyote sightings through Citizen RIMS, an online platform that allows law enforcement agencies to share selected crime and safety data with the public.

Citizen RIMS provides real time and historical incident mapping, crime statistics, daily bulletins, and information on arrests, missing persons, stolen vehicles, coyote sightings, and more.

Field enforcement efforts are designed to ensure that residents’ dogs and cats are in compliance with licensing requirements. The City of Monterey Park in accordance with California state law and the Los Angeles County ordinance, requires that all dogs and cats over the age of four months be:

  • Vaccinated against rabies
  • Implanted with a microchip
  • Spayed or neutered
  • Licensed

Residents not in compliance with pet licensing ordinance may be subject to fines and penalties, including a $40 field enforcement fee.

The Los Angeles County Department of Animal Care & Control (DACC) offers low-cost vaccinations in addition to spay and neuter services. The department also offers a low-cost voucher program for residents who qualify.

Municipal & County Codes

Animals, livestock, poultry (chickens, turkeys, ducks, geese, etc.), or bees kept, bred, or maintained for any purpose are designated as public nuisances according to Monterey Park Municipal Code 4.30.050 (v) and are prohibited in the City.

Dog & Cat Licenses
Annual dog and cat licenses and microchipping are mandatory in the City of Monterey Park. Licenses are obtained through the County of LA Animal Care and Control Licensing Division.

Pet licenses are valid for one year. Renewal notices are mailed to pet owners approximately six weeks prior to the license expiration date. Current licenses may be renewed by mailing the renewal, phone at: 877-872-9738, or online with a credit or debit card.

Application Drop Off

You may also drop off your completed application and documents with a check or money order for the appropriate fees at the Los Angeles County Animal Care & Control, Downey Shelter. The Downey Shelter is located at 11258 South Garfield Avenue, Downey CA, 90242 and is open Monday through Thursday from noon to 7 p.m. and Friday through Sunday 10 a.m. to 5 p.m.
