Community Compliance Updates

Community Compliance Updates is a public information section designed to support safe, clean, and well cared for neighborhoods. It helps residents, property owners, and local businesses stay informed about changes that may affect everyday neighborhood conditions and shared community spaces. The purpose of this page is to provide clear and timely guidance on what has changed, who is impacted, key effective dates, and where to find official resources so community members can take action early and feel confident about what to expect.

This section supports an education first approach by organizing updates in a consistent format and making them easy to locate, read, and share. Information is posted to improve clarity, reduce confusion, and help community members resolve concerns early by providing one reliable place to find the latest updates, resources, and next steps.

January 2026

California law SB 1053 took effect on January 1, 2026 and updated carryout bag rules for grocery and retail stores. Covered stores may not provide single use plastic carryout bags at checkout and may provide recycled paper carryout bags for a minimum charge of $0.10 per bag. Customers may continue to use reusable bags.

More information from CalRecycle is available at calrecycle.ca.gov/plastics/bagrequirements/

Questions may be directed to Code Compliance at 626-405-415 or codecompliance@montereypark.ca.gov

If you have a concern related to a store’s adherence to these requirements, please submit a request through GoMPK under the "SB 1053 Compliance" request topic.
