Economic and Business Development Commission

The new commission, Economic & Business Development Commission (EBDC) has the following responsibilities:

  • Make recommendations to the City Council regarding operations and marketing for the downtown Business Improvement District (BID).
  • Make recommendations to the City Council regarding how the BID revenue is derived from the charges, assessments, and contributions imposed or authorized by Chapter 5.82 of [the MPMC] and California Streets and Highways Code 36500, et seq.
  • Monitor the City Council’s economic development strategic plan, including recommended updates; provide the City Council with annual updates regarding the progress of the economic development strategic plan; advise the City Council regarding the local economy and business improvement needs.

Commission members criteria: Commissioners must be either a resident of the city or have business experience with a background in finance, economics, or development. At least three commissioners must own property or operate a business within the BID.
