Vinh T. Ngo is a home-grown Monterey Park resident who attended Monterey Vista, Garvey Intermediate, and Mark Keppel High School and is a parent of two children who attended Garvey and Mark Keppel. He is a banking professional and community leader.  

Vinh is a Senior Vice President and Risk Executive responsible for Bank of America’s commercial real estate portfolio from Chicago to the West Coast. Vinh joined the Bank in 1996 after graduating from the University of Southern California with dual degrees in Accounting and Real Estate Finance.  

Vinh’s volunteer roles at the Bank include:  

  • Co-chairs the Greater Los Angeles Asian Business Council, consisting of 40+ senior Leaders across all lines of business, focusing on Asian business integration. 
  • Chair Emeritus for the Asian Leadership Network, an Employee Network that focuses on Associate career development and community outreach with more than 1,700 Associates.
  • Advisor for the Leadership Development Program, a Mentoring program. 

Vinh is an active community leader through his volunteer services. He was elected in November 2022 to the Monterey Park City Council, District 5, for a term of four years. Vinh served on the Garvey School District in 2017 and was Board President from 2021-2022. He is the Board President of the Garvey Education Foundation (GEF), which raises money for local school activities benefiting students and teachers. Vinh also serves as the current Board President of the Chinatown Service Center, which provides health and social services for the low-income community in Southern California with six community health clinics.  

Since 2008, Vinh has continuously earned The President’s Volunteer Service Award. In 2016, he received the prestigious Bank of America Global Diversity and Inclusion Award for his positive impact on the workplace and the community.  

Vinh’s prior community services include:

  • Mentor for the Asian American Professional Association (AAPA), which provides career and personal growth in mentorship and services for non-profit Board development.
  • Volunteer Administrator - Dharma Seal Temple’s Sunday Chinese School with 180+ students.
  • Guest Reader at Martha Baldwin Elementary School from March 2000 to March 2020.
  • Board Member of HomeAid Los Angeles/Ventura.

 In his free time, he enjoys all sports activities and is passionate about paying them forward.
