Thomas was born and raised in Monterey Park. The proud son of immigrants, he was elected to the Monterey Park City Council in November 2022, and served as Mayor in 2024.
Prior to his election to the city council, he served as an elected board member of the San Gabriel Valley Municipal Water District for ten years, serving as board president for seven years, where he delivered millions of dollars of resources and infrastructure investments to support our neighborhoods. He is also a former member and chair of the Monterey Park Environmental Commission.
Thomas’ career has been focused on public policy, public affairs and advocacy. He previously served on staff for former State Controller Betty Yee and former State Assemblymember Mike Eng.
Thomas also serves on the boards of Climate Resolve, the San Gabriel Valley Economic Partnership, the Southern California Association of Governments (SCAG), San Gabriel Valley Regional Housing Trust, and Nature for All.
He received his Bachelor's degree in Economics from UCLA and his Master's degree in Public Administration from USC.
